Tarlow received his BA from Antoich College, Ohio, after which he attended the School of Visual Arts, NYC , Courtauld Institute for Art History, London and London School of Arts & Crafts. His work was deeply impacted by the Greek culture during the 15 years he lived and exhibited in Athens, Greece.

His home and studio are in the foothills of Southern Colorado's Sangre de Christo mountains, where he and his wife have lived for the past 30 years.

He received a full National Endowment for the Arts Grant, and has exhibited yearly since 1971 in the U.S. and Europe. He's been reviewed in the NY Times, Art in America , Art News and numerous Greek publications.
